Abstract

Air sports governance presents unique regulatory challenges at the intersection of aviation law and sports law. This study analyzes the international legal framework governing aviation-based athletic competitions, examining how multiple regulatory authorities create jurisdictional complexities. Using normative legal research methodology, this study examines regulations from the Fédération Aéronautique Internationale (FAI), International Civil Aviation Organization (ICAO), and national aviation authorities across three jurisdictions. Results reveal significant regulatory fragmentation, with conflicts between safety standards and competitive requirements, jurisdictional overlaps in cross-border competitions, and inconsistent application of anti-doping regulations. The study identifies successful harmonization models and proposes a unified regulatory framework through memoranda of understanding between aviation authorities and sports federations. This research contributes to filling the regulatory gap in air sports governance and provides a roadmap for international regulatory reform.
